Ludger Pries, Universität Bochum: The European Refugee Crisis – Ugly Side of the 'European Space of Justice, Freedom and Security' or 'Common European Asylum System' in the Making?

The migration crisis of 2015 unveiled a basic contradiction of the European Refugee and Asylum Regime between established norms, e.g. of the ‘Common European Asylum System’, and the social reality of dealing with refugees and asylum seekers especially at the Mediterranean borders. The paper contrasts the established norms as the ‘talk’ with the current situation and behaviour of EU and its member states as ‘action’. Some social science based hypothesis are presented to explain the paradox of talk and action arguing that neo-institutionalism could explain the lack of pressure of legitimacy that hinders closing the gap between talk and action. Then an empirical research on organisational activities related to refuge and asylum in five Mediterranean EU member states is presented and some related findings of the ego-centred organisational networks are sketched out that underline the significance of organisational networks for creating and strengthening fields of legitimacy that could close the gap between talk and action.
