When was the postwar reconstruction of Western Europe completed? Evidence from bond prices in the early 1950s
Abstract:
According to conventional wisdom, the economic recovery of Western Europe after the Second World War was a self sustained process once the Marshall Plan (1948) and the European Payments Union (1950) had been launched. This paper argues that the success of the recovery was much longer in limbo than the standard narrative suggests. It shows how German sovereignty, European security, and debt and reparations issues could not be settled until 1952 and that the negotiation process was frequently endangered by foreign and domestic politics. Prices of Dawes and Young bonds serve to underpin the claim of the paper that the reconstruction process after the Second World War was not secured until 1952.
